Dr. Kelly Stepura, PhD, LMSW

Vice President and Director of Research and Evaluation

Kelly Gober Stepura is a licensed social worker and the Vice President and Director of Research and Evaluation at the OmniCare Institute.  Before joining the Institute, Dr. Stepura served as the Executive Vice President of Applied Research and Solutions at KaleidaCare Solutions, Inc. for 19 years.  There, she worked in partnership with social services agencies to evaluate and improve services, programs, and outcomes for clients.  Her prior role as a researcher at Texas’ Department of Family and Protective Services allowed for leadership roles in numerous multi-year, grant-funded research projects related to child maltreatment, maltreatment-related fatalities, caseworker decision-making and outcome measurement.

Dr. Stepura received her PhD in Social Work from the University of Texas at Austin and has been a published author in the area of child maltreatment and foster care for over 25 years.  Dr. Stepura’s research team partners with the University of Texas at Austin and other child welfare experts across the country and internationally, applying machine learning and predictive analytic techniques to foster care outcomes.  At the Institute, she also evaluates programs aimed at improving the lives of children and youth who are in the foster care system or are at risk of inpatient psychiatric or residential care.
